I make tie tutus on elastic. But I cant seem to get them real poofy like some I see on line.?

How can I get them so full and poofy? I use bolt tulle. I cut 6 inch strips. And also where can I buy cheap tulle? Should I be using the spool of tulle instead of bolt? Do you get more on the spool or the bolts?
