Could i or anyone be added to someone else's medical bill without my or that person's authorization?

A friend of mine, ex-girlfriend said she was pregnant! Now she said, she had a miscarriage and she wants him to pay for whatever the cost of her clean up of the miscarriage was. She had send him an e-mail saying that if he doesn't pay the bill she will send him the bill to his job with his name on it! Could she add him to a medical bill without his authority?
