How long will it take for my hair to grow out???

Well, in September i kinda messed up on my highlights, so i tried to fix it by cutting it and i ended up cutting it too short, so now a piece of my hair is sticking up on the top of my head like alfalfa from little rascals. Now the piece of my hair is about 1 inch long. HELP!!! S.O.S!!!!
